Former energy minister said to be uncomfortable with plan to skip competitive bid process

TORONTO
— The Ontario government has not yet inked a deal for a new,
natural-gas-fired power plant in Mississauga, but the project is
already running into controversy.

Sources in the energy sector
said former energy minister Gerry Phillips was uncomfortable with a
plan by the government to skip the competitive process and award the
contract to one company. Mr. Phillips said that without competitive
bids, the government could run the risk of not getting the best deal
for electricity consumers, the sources said.


He made his concerns known to ministry staff and industry officials before he stepped

down as energy minister on June 20

Is Germany’s ‘Climate Chancellor’ a Failure?

A year after pitting herself against the world’s leaders over climate change, German Chancellor Angela Merkel has backed down and gone silent on key environmental policies. It seems that the one opponent she can’t bear confronting is the German voter.

This is the so-called “climate chancellor?” This woman who, at the International Transport Forum in Leipzig, spoke enthusiastically about the nearby air freight hub, economic growth and the transport of goods? Who suddenly seems awkward and at a loss for words when it comes time to talk about climate protection? Who has stopped offering answers on the subject and only asks questions, like: Does it make sense to subsidize electricity from renewable sources? Is it fair to expect the owners of older cars with high CO2 emissions to pay higher taxes?

Environment Minister Gabriel repeatedly makes a big production out of his efforts to impose as little a burden as possible on citizens, especially those of lesser means. However, the tenants’ rights fight only intensified the battle between the environment and economics ministries, which is crippling the government.

Staffers at the Economics Ministry say that Gabriel’s officials are pleased when the citizen suffers. In return, the Environment Ministry maintains that the Economics Ministry does everything in its power to prevent anything that works. The relationship between Glos and Gabriel, the most important relationship in Merkel’s cabinet when it comes to climate policy, isn’t working.

The government has not even managed to ensure that consumers can gain access to electricity generated by wind turbines. Many hundred kilometers of new power lines are needed to transport electricity from the plants in northern and eastern Germany to the country’s south, where a number of nuclear power plants are scheduled to be gradually phased out. The necessary expansion of the power grid has been held up by citizen protests, red tape and costs.

To address these problems, Economics Minister Glos supports a law that is now scheduled to be part of the cabinet resolution on June 18. But because he fears citizens’ initiatives against new power lines, Environment Minister Gabriel advocates the installation of underground power lines, which are several times as expensive as overhead lines. The conflict has made potential investors nervous for months.

Wind Farms – Lake Huron Ontario – Video

Tried to post a comment on this video by the Windsor Star but it wouldn’t accept comments so I had to bring it here.

These comments will make sense, or not, after you view the video.

The reporter in the video says the wind will power 440,00 homes. According to the ISO – for planning purposes they are rated at 10% of capacity or 44,00 homes. Big difference.

Ernie Marshall, in the blue coveralls, and his wife have moved. Ernie was suffering from health problems he didn’t have before the arrival of the turbines. Ernie says his health is slowly returning and his doctor is happy with his progress since he moved. Both Ernie and his wife say that after two years of living near the turbines,they are finally enjoying uninterrupted sleep. The neighbors Ernie said goodbye to are still suffering from noise, stray voltage and flicker, not to mention the flashing lights on top of the turbines every night.

The gentleman in the brown coveralls has moved as well. After the problems at the Epcor site he didn’t want to be around when the Enbridge site was completed. He is well aware of the problems created by wind turbines and feared he might not find a buyer after the turbines arrived.

Neither of these people wanted to move, but felt they had no choice.

Every wind farm in southern Ont. has impacted families in a negative way.

Bob Simpson, the gentleman from Enbridge says they will respond quickly to solve any problems. Unless Mr. Simpson plans on moving the turbines farther away from peoples homes there is nothing he or his company can do. For the next twenty years people will suffer the consequences of bad planning and greed.

Mr. Simpson mentions reducing emissions. Nowhere on the planet can I find any evidence of emission reductions from the use of wind turbines.

Germany has more wind turbines than anywhere else. They are in the process of building 20 plus coal plants. I would say their emissions are about to take a big jump. Wind doesn’t seem to have done Germany much good.

Wind energy has doubled in Ont. Does that mean we are twice as stupid as we should be.

When the govt. the industry and the media are all saying how great wind energy is,it’s hard to accept the reality that is the wind industry – and that’s exactly what they are counting on.

A quote from a person living at the Suncor wind farm Ripley. When asked how it was living near the turbines. “I’ll tell you how it is, our life is shit since the wind farm came.”

Ripley has a 700 meter setback, The Enbridge and Epcor wind farms have a 450 meter setback.

Is wind power a lot of hot air?

Let me try this. I just checked the energy output numbers for the province of Ontario. At 10am today the 400 MW of wind in Ont. were producing 4MW or 1% of their plated capacity. If you think wind is going to power Ontario or anywhere else you are dreaming. Most wind farms are to backed up by natural gas plants. Expensive and great emitters of ground level ozone which in fact is more dangerous than the emissions from the coal plants.
Maybe this will help you understand.
France is powered by 80% nukes 10% fossil fuel and 10% hydro. France is slated for 5000 windmills. You can’t use nukes to back up wind and they only have 10% hydro power. Wind has to have a back up of at least 80%. In order to do this the only option is to add more fossil fuels. So in order for France to use wind they must in fact add to the pollution levels not decrease them.

Is wind power a lot of hot air?

President of the environmental company, Fédération Environnement Durable, Jean-Louis Butré, has labelled the drive for wind energy “a strategic error on a national scale.” He says wind energy actually increases demands on thermal energy reserves.

He said: “Wind turbines only work 20% of the time so we need to have back-up energy – in France this comes from thermal energy and natural gas, in Germany it comes from burning fossil fuels.

“So the more we rely on wind energy, the more we are actually producing gases which contribute to the ozone effect.”

Mr Butré believes the cost of wind energy is prohibitive.

“Wind energy costs two to three times the price of other forms of electricity, which would result in people paying an extra €200 or €300 for each electricity bill.

The homes of residents living near a turbine may also be worth 30% less.

“France is a country which relies on tourists yet turbines are ruining our landscape.”

Germany, currently the leader in wind energy and considering a ban on nuclear energy, has just ordered the construction of more than 20 power stations using coal as an energy source, as a back-up energy supply.

Expats Kath and Ian Haines moved to the peaceful hamlet of Peusicot near Genouillé (Poitou-Charentes) last year, unaware that a wind park with eight 135m turbines was to be built just 650m from their door.

Now they fear their house will be worth a third of the original price and worry how the turbines will affect their health.

Mr Haines said: “Everyone knew about the turbines but no one – not the mayor, estate agent or members of a local group campaigning against the turbines, said anything until two weeks after we had moved in. It was like a bombshell – we felt devastated.

“We are worried about possible nervous complaints as a result of vibrations from the turbines, and they are supposed to be noisy at night.

“We have been told it will take two years to set up the turbines and we are worried about how large machines and road traffic will fit down the tiny lane.

“We expect our property to drop by at least one third in value. The turbines will affect wildlife, bird migration, everything.”

Wind generated electricity is more expensive to produce, costing between €40 and €55 per megawatt hour compared to coal and gas which cost €30 and €45 per megawatt hour to produce.

The cheapest energy form is nuclear, costing just €26 to produce.

EU industry sees emissions rise

There are only two ways to lower C02 emissions. Build nuclear or shut down heavy industry.
I predict that both will happen. Because China and India are not subject to Kyoto and they have low labour costs, you will see heavy industry move to those countries. The EU will be forced to build nuclear or pay high carbon emission taxes. All the wind farms and solar panels in the world will not power heavy industry. You can wish and hope all you want but in the final analysis it takes ‘real power’ to run heavy industry.

Power generation was the only sector to exceed its emissions limit

Carbon dioxide emissions from Europe’s heavy industry sectors rose by 1.1% in 2007, say carbon market analysts.

The estimate is based on initial data from the EU’s Emissions Trading Scheme (ETS), which includes more than 10,000 large industrial plants.

Environmentalists say it shows that the scheme, the EU’s main mechanism to meet its Kyoto target, is not working.

But market watchers say the ETS, in the long term, will help deliver the EU goal of cutting emissions by 20%.

“The main thing we have seen from the data released today, although incomplete, is that emissions are up from 2006 to 2007 by about 1.1%,” explained Henrik Hasselknipp, senior analyst for Point Carbon, a research company.

He added that initial analysis of the data also showed that only a few countries’ emissions had exceeded their national limit.

Most notable was the UK, he said, which went over its allocation by about 85m tonnes for the three-year period between 2005 and 2007.

He suggested that power generators in the UK, Italy and Spain were the only sectors that had exceeded their allowances.

Earth Hour 2008: a huge success?

This my last post about Earth Hour, I promise.

The TV news propaganda machine was telling me how big a success Earth Hour was. They showed pictures of people sitting in their homes looking bored staring at candles. I use candles when the power goes out.

I came across this graph at A Dog Named Kyoto. It shows the power usage during Earth Hour. Take a look

Electricity, not candles, makes the world go round. Ask anyone that doesn’t have electricity if they would trade their candle for a wall switch. Beware the GREENIES, they want everyone to return to the middle ages.

How much energy was used and how many trees died to promote Earth Hour. The Toronto Star printed a twelve page section to promote 1 hour of darkness.

Earth Hour 2008: a huge success?

The above graph show the impact of tonight’s Earth Hour on Ontario’s electricity demand. Actual demand is shown in green, forecast is in blue. The red box highlights the hour between 20:00 to 21:00 hours, or 8:00 to 9:00 PM, a.k.a. “Earth Hour”.As you can see, “Earth Hour” had practically zero effect on the electricity demand in the Province of Ontario. While electricity use was barely below forecast, it was actually up slightly from the previous hour!

Power grid narrowly averted rolling blackouts

Operators of the state power grid scrambled Tuesday night to keep the lights on after a sudden drop in West Texas wind threatened to cause rolling blackouts, officials confirmed Wednesday.

At about 6:41 p.m. Tuesday, grid operators ordered a shutoff of power to so-called interruptible customers, which are industrial electric users who have agreed previously to forgo power in times of crisis. The move ensured continued stability of the grid after power dropped unexpectedly.

Dottie Roark, a spokeswoman for the power grid, said a sudden uptick in electricity use coupled with other factors and a sudden drop in wind power caused the unexpected dip. As a result, grid officials immediately went to the second stage of its emergency blackout prevention plan.

“This situation means that there is a heightened risk of … regular customers being dropped through rotating outages, but that would occur only if further contingencies occur, and only as a last resort to avoid the risk of a complete blackout,” the State Operations Center said in an e-mail notice to municipalities.

Known as the Electric Reliability Council of Texas, the quasi-governmental agency that manages the power grid must ensure that power generation and power use remain constantly in balance. Otherwise, the whole grid can go dark, and the result is a systemwide blackout.

According to ERCOT, those interruptible customers who lost power Tuesday night had it restored by 9:40 p.m.. The interruptible customers are generally industrial businesses that pay less for electricity in exchange for an agreement that they will let ERCOT cut their power during shortages.

Some wholesale energy prices also spiked Tuesday evening — especially in West Texas. ERCOT also reported that the drop in wind power led to constraints on the system between the north part of the state and the west.

Kent Saathoff, vice president for system operations at ERCOT, said Tuesday’s event illustrates the inherent challenges associated with using wind power. Because the wind sometimes stops blowing without a moment’s notice, engineers at ERCOT must remain nimble enough to respond to resulting instability on the grid, he said.

“There is a major workshop going on at our office right now to discuss these very issues,” Saathoff said.

Although he said the emergency event was rare, it is not unprecedented. On April 16, 2006, for instance, a much more serious shortage prompted rolling blackouts across much of Texas. ERCOT officials at that time also ordered power curtailments for the state’s interruptible customers.

That 2006 event was prompted largely by scorching heat coupled with a shutdown of several generators for spring maintenance. This time the shortage was prompted largely by a near-total loss of wind generation, as well as a failure of several energy providers to reach scheduled production and the spike in electricity usage.

ERCOT reported that wind power production plummeted Tuesday evening from about 1,700 megawatts to about 300 megawatts. A single megawatt is enough electricity to power 500 to 700 homes under normal conditions.

The emergency procedures Tuesday night added about 1,100 megawatts to the grid over a 10-minute period, according to ERCOT.

Some critics have said that wind power, although providing a source of clean energy, also brings with it plenty of hidden costs and technical challenges. Besides requiring the construction of expensive transmission lines, the fickle nature of wind also means that the state cannot depend on the turbines to replace other sorts of generators.

“This is a warning to all those who think that renewable energy is the sole answer [to the state’s power needs],” said Geoffrey Gay, an attorney representing Fort Worth and other North Texas municipalities in utility issues. “We can’t put all our eggs in one basket when it comes to any form of generation. We need to consider the cost and the reliability issues, in addition to the environmental impact.”

Susan Williams Sloan, a spokeswoman for the American Wind Energy Association, said those technical challenges are not insurmountable. She said part of the solution is to locate turbines in diverse areas of the state. “When the wind is not blowing somewhere, it’s always blowing somewhere else,” she said.

Sloan also said that technological advances will make it easier in the future to forecast wind energy.

About 4,356 megawatts of wind turbines are currently installed in Texas, she said.

Ontario Boasts 472 MW of Wind Energy

We now have 472 MW of  clean renewable wind energy, making us less dependent on those dirty fossil fuels, or are we?

At 300 homes per MW, the wind farms in Ont. should according to  the Govt., wind industry and the media, the 472 MW should be powering 141,600 homes.

At 3pm I checked to see how wind energy was helping meet the needs of the people of Ont.

The wind farms at 3pm today were producing 10 MW, enough to power 3000 homes.

Wonder what the other 138,600 homes are being powered by.

They are being powered by dependable energies like, Hydro, Nuclear and yes folks, fossil fuels.

How does Dalton McGuinty feel about wind energy?

Green energy plan could wither in court: native bands

Two native bands are threatening to tie up the Ontario government’s long-range power plans using lengthy court delays.

In a submission to the Ontario Energy Board, people from the Saugeen Ojibway Nation Territories argued the province has not lived up to its legal requirement to consult with them on the plan’s impact.

The lawyer for the two communities, near Wiarton on the Bruce Peninsula, spoke earlier this week at board hearings into the Ontario Power Authority’s proposal for new energy sources.

Arthur Pape reminded board members of the Supreme Court of Canada ruling that Queen’s Park has a legal duty to consult with First Nations on the impact the power plan will have on their lives.

“There’s no way the Saugeen Ojibway could participate meaningfully with government to ensure that this part of the plan could be implemented in a way that protects their rights,” Pape told the board.

Pape says there’s still time to negotiate compensation that may be owed to First Nations for the impact of new wind farms, hydro dams and transmission lines on their hunting and fishing rights and way of life.

But he warned that if the government fails to negotiate, it could mean lengthy delays in getting the plan approved.

“If the government won’t work with them to find a way to accommodate those things, they may find themselves applying to the courts, and asking for the courts to not let this plan be implemented,” he told CBC News.

Neither the government, nor the Ontario Power Authority, which drew up the plan, would comment on Pape’s submissions.

The OPA’s new plan, which calls for the provincial government to spend $26.5 billion on nuclear power plants, still requires regulatory approval.

The plan also proposes doubling the amount of renewable energy on the grid by 2025 and phasing out coal-fired generation by the end of 2014.

Several energy providers are considering building more wind farms on the Bruce Peninsula to bring power to the south of the province.

Much of that energy will require new transmission lines to be built.
