Sir: The reason you said we need to erect wind turbines in Ontario ,was because of the need to reduce CO2, in order to fight global warming.

According to Anthony Cary- High Commissioner for the United Kingdom you are incorrect in your assessment of the situation.

Apr. 25th 2007- Anthony Cary- High Commissioner for the United Kingdom stated at a Club of Rome (Canada ) meeting. “There is no direct link between CO2 emission and climate change”.

Are you telling the citizens of Ontario the truth, or are you pushing the Green Agenda. After all,it was the Club of Rome that said “We came up with the idea of global warming”

One thing for sure, your office continues to show absolute disrespect for the health and property values of the people of Ontario.

Do the right thing – and in the process gain some respect for yourself and your office.

Put a moratorium on wind turbine construction until a proper health study has been done and reviewed by an independent panel.

Otherwise, people might think you’re putting the desires of both, the Club of Rome and the UN ahead of the citizens of Ontario.

That might be looked upon as a dereliction of your duties Mr. Premier.

Thousands of homeowners may see the value of their properties plummet after a court ruled that living near a wind farm decreases house prices.

In a landmark case, Jane Davis was told she will get a discount on her council tax because her £170,000 home had been rendered worthless by a turbine 1,000 yards away.

The ruling is effectively an official admission that wind farms, which are accused of spoiling countryside views and producing a deafening roar, have a negative effect on house prices.

It means many other families living in the shadow of the giant turbines could see thousands wiped off the value of their homes, as the Government pushes ahead with plans to build 7,000 more wind farms over the next decade to meet ambitious green targets.

Campaigners also fear ministers want to remove the legal right to complain about noise nuisance, condemning those who live near wind farms to years of blight and reducing the opportunity for them to resist expansion plans.

Mrs Davis, who launched a nationwide campaign after her own home was rendered worthless by the deafening roar of a wind farm, claims ministers are tabling an amended to the Planning Act which will remove eight crucial words that previously offered at least some protection to householders

“For people living near wind farms, both now and in the future, it will be a disaster,” she said.

“There are many, many people living in Middle England who have worked hard all their lives and yet will see the values of their homes suddenly diminish.

“This isn’t about Nimbyism, but the rights of ordinary people to live a normal life.”

Mrs Davis, 52, a retired nurse, lives 1,017 (930m) from a wind farm at Deeping St Nicholas, Lincolnshire. Her husband, Julian, 43, originally bought the property from the county council and the couple had planned to extend it.

But the noise generated by the turbines is so severe, particularly when certain winds make all the blades rotate in unison, that it left the Davises unable to sleep. They currently live in a rented house a few miles away.

“It’s just like the effect you get in a car when the sun roof is open or a window at the back is open. In a car you can do something about it. But if it’s in your house and is coming from a giant turbine a few yards away, you can do nothing,” said Mrs Davis.

Local estate agents have acknowledged that the house, worth £170,000 before the wind farm was built in 2006, is now so severely blighted that no one is likely buy it.

Earlier this week the Davises won a landmark victory that reduced their council tax banding.

Although financially the difference is minimal, the reduction was granted on the basis that their home had been blighted by noise “on the balance of probability”.

Furthermore, the couple secured the ruling in the absence of a statutory noise nuisance – a fact that brought dismay to wind farm operators.

But Mrs Davis now fears the imminent change in legislation will turn the advantage back to the wind farm lobby, which is planning to build 4,000 turbines across the countryside – double the current number – and increase the number of those offshore from 150 to 3,000 by 2020.

Home near turbines won’t sell – agent

A couple who have been forced out of their home by wind turbine noise have found out their house is unsaleable.

Jane and Julian Davis moved out of their Deeping St Nicholas home in Christmas 2006 after months of sleepless nights due to what they believe is noise and vibration from wind turbines, which are around 900m from their property.

They have long believed it has no value, and their fears have now been proved justified, after estate agents Munton and Russell refused to market the property at Grays Farm.

Mrs Davis said: “We have said for a long time that our house has no market value at the moment.

“But people said ‘put your money where your mouth is’ and prove it. While we knew that was the case, it is still a very painful thing to see written down.”

Russell Gregory wrote to Mr and Mrs Davis saying until the problems with wind turbines were resolved it was impossible to put a current market value on the property as no prospective buyer would want to live there and no mortgage lender would be prepared to lend on it.

He said: “I don’t think I have ever refused one before.

“Everything has a value, but where that value lies with something like this is a bit of an unknown quantity.

“We have a duty towards the buyer but if you can’t sleep there then it is uninhabitable.”

Mr and Mrs Davis own the house but they have another 23 years to run on the tenancy of the farmland.

And if it was not for Lincolnshire County Council relaxing their rules, Mr and Mrs Davis would not be allowed to moved out without losing the land and the bungalow in which Mr Davis’ parents still live.

The whole situation has seen their plans for the future, including extending the house, thrown into turmoil.

Mrs Davis added: “It was all our life’s dreams. We had plans to build on. Everything was ready to proceed but ultimately there was no point.”

From the Editor: I think everyone fighting against the plague that is wind farms should write a note thanking the CITY COUNCIL OF THE CITY OF FREDERICKSBURG for doing it’s duty. That duty is look out for the best interest of it’s citizens. Everyone needs to make sure that their council reads this and “DEMAND” that they implement the Resolution set out by the Gillespie County Economic Development Commission.

Industrial Wind Farms

The Gillespie County Economic Development Commission opposes the construction of industrial wind farms in Gillespie County and the surrounding Texas Hill Country area. This position is taken after a careful consideration of the issues associated with the economic and environmental impact of industrial wind farms.

The Hill Country is a jewel of Texas. It is highly touted and highly regarded for its landscapes and scenic beauty. It is a desirable area to both visit and live and property values and the robustness of the tourism economy reflect its attractiveness. Wind turbines are incompatible with the elements that make the Hill Country special. Their presence would cause irreversible harm. There is ample reason to believe that industrial wind farms would cause a general reduction in property values and would cause a significant reduction in tourism. Our county and city governments and our school districts are responsible and fiscally conservative. Accordingly, the loss of revenue from reduced tourist dollars and a tax based reduced by declining property values will result in a corresponding tax rate increase. Tax increases do not stimulate economic vitality.

The environmental impact of industrial wind farms is known. Wind turbines create a noise that is described as a penetrating low-frequency thudding vibration that travels even further than the measured audible noise. The spinning blades can create a flickering light on one side of a blade and a flickering shadow on the other side that can literally cause humans and animals to experience spatial disorientation. The spinning blades also kill and maim birds and bats. Each tower requires a cleared area of several acres at its base and the towers must be connected by roads capable of handling heavy equipment. The destruction of the landscape and wildlife habitat required for this is permanent. And, each tower is required to be lighted with a flashing red light at night. These adverse environmental impacts are a direct cause of the reduction in property values mentioned earlier.

The economic development commission generally applauds the search for alternative energy sources to satisfy our increasing demands. However, the commission is skeptical about the real potential for wind power’s contribution.

The U.S. Department of Energy reports that wind power has the potential to contribute 1.2% of our energy demand by the year 2030. To achieve this miniscule contribution to energy needs the federal government subsidizes the construction of wind farms through production tax credits and accelerated depreciation schedules. This essentially passes along a majority of the cost of construction of wind farms to taxpayers. The Gillespie County Economic Development Commission believes that the potential economic loss to the community is grossly out of proportion to the immeasurably small potential contribution industrial wind farms here could make to the energy solution.

The economic development commission respects the rights of individual property owners to make decision regarding their property without outside interference. However, the commission is concerned that property owners who exercise their property rights and sign lease options with industrial wind companies are actually relinquishing control of their property. While industrial wind farms may provide some economic benefit to the participating land owner, adjacent landowners will experience a decrease in property values and other adverse effects which effectively infringes upon their property rights. And there are additional complications. Transmission lines will be required to move the electricity from the wind farms to the electric grid. It is likely that eminent domain would be used to acquire rights-of-way for new transmission lines from non-participating, unwilling land owners.

To summarize, the Gillespie County Economic Development Commission believes that concern for the economic cost to the Gillespie County community as a whole far outweighs consideration of uncertain financial benefits to a few and a marginal at best contribution to future energy needs.

WHEREAS, there are now and there may be other companies in the future who are attempting to enter into lease agreements with landowners in Gillespie County for the purpose of erecting wind turbines (wind farms) on the scenic landscape of our community; and

WHEREAS, the construction of such wind farms will certainly be detrimental to the wildlife habitat of the area; and

WHEREAS, wind farms erected with the shadows of Enchanted Rock will forever scar a popular recreational asset of the area; and

WHEREAS, the construction of such wind farms will destroy the peaceful existence of the quality of life the residents of Gillespie County have come to enjoy over the years by generating noise from the turbines, creating “shadow, strobe or flicker” effects; and

WHEREAS, it is widely accepted by professional appraisers and members of the real estate community that land values where wind farms are built and the land of the adjoining property owners will be devalued by an estimated 25% to as much as 50% of its market value; and

WHEREAS, according to ERCOT wind study maps, the amount of wind generated in this area is in the bottom 20% of the available wind locations in the state of Texas; and

WHEREAS, the City has so agreed, and

NOW, THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FREDERICKSBURG:

The construction of wind turbines (wind farms) is not an industry that is welcomed or encouraged to come to the Gillespie County area.

Europe drying up for wind energy developers

‘Wind energy in the U.S. “is like Europe was years ago,” says Xavier Viteri, head of Iberdrola’s renewable-energy business. “There’s a lot of room for development there ….”‘ (Wall Street Journal, July 9, 2007, page A1)

That raises the question, Why isn’t Europe like Europe was? Clearly, the momentum has slowed. Even “showcase” Denmark hasn’t added new wind capacity since 2004. Doubts have arisen about the utility of wind energy on the grid. Adverse impacts (to wildlife, landscape, and human health) can no longer be denied. Instead of repeating Europe’s mistakes, the U.S. and Canada ought to consider the limits of wind energy that European countries have already discovered.

There’s a good reason Iberdrola and other European wind developers are moving their efforts to North America. Europe doesn’t want them any more. Let’s learn from that experience instead of repeating the same boondoggle.

Alberta turns to natural gas after wind lessens reliability

Alberta power utility Enmax Corp. said yesterday it is building a huge new power station in Southern Alberta fired with natural gas, partly to help boost the provincial grid’s reliability after Alberta’s aggressive expansion into wind energy made it vulnerable to power disruption.“We now have so much windpower generation that we need to fall back on reliable sources of power,” said Peter Hunt, an Enmax spokesman.

“The problem with wind power is that the wind doesn’t blow all the time, so the greater percentage of the system depends on wind, the more vulnerable to disruption the system becomes when the wind stops blowing.”

The 1,200-megawatt station, which industry sources say would cost about $2-billion, would produce enough power to supply two-thirds of Calgary’s needs.

Alberta expanded into windpower generation aggressively since deregulating its electricity industry eight years ago. With more than 4% of its power coming from wind farms in the southern part of the province, it is the national leader in the green-energy source.

But the growth turned out to be too much of a good thing and the provincial grid operator, Alberta Electric System Operator, slapped a ban last April on the construction of any more wind farms until the reliability issues are resolved.

While environmentally friendly, the typical wind farm in Southern Alberta can harvest wind only 35% of the time.

Electricity has to be used instantaneously, cannot be reliably stored and has to be kept within a narrow band of voltage and frequency.

Warren Frost, vice-president of operations and reliability with AESO, said the new station should solve some of the grid’s variability challenges.

“It’s good news for Alberta in terms of getting another source of generation,” he said. “Alberta is continuing to grow at a phenomenal rate and another major investment in the generation of supply is a good thing.”

While Enmax has not picked a site for the station, Mr. Hunt said it will be located close to wind power generation areas so it can quickly pick up the load when the wind starts to die down. The first phase is expected to be completed in the next three years.

An advantage of natural gasfired stations is that they can be turned on quickly, just like cooking gas. Coal-fired stations, on the other hand, need a long time to ramp up.

Enmax, itself a major producer of power from wind, said it hopes the new power station will firm up the transmission grid so more wind farms can be developed in the future.

Alberta is expected to require additional capacity of up to 3,800 megawatts in the next decade.

Lawsuit filed in Allegany County Supreme Court seeks nullification
A group of landowners in the Town of Centerville filed suit Friday alleging the town board worked hand-inhand with Noble Environmental Power, LLC, to craft a local law that accommodates Noble’s proposed Centerville Windpark, but without looking at the environmental impacts. The project would add at least 60 wind turbines, each about fifty stories high, to Noble’s Bliss Windpark in the Town of Eagle. Sixty-seven wind turbines have already been approved in Eagle. A comparable wind farm is planned by Noble in the Town of Farmersville in Cattaraugus County.

According to Dennis Gaffin, a professor at Buffalo State College and president of Centerville’s Concerned Citizens, “Many of us knocked ourselves out finding the most objective studies of noise and other effects of industrial wind turbines and submitted our research to the town board, but they said they would not look at it until later, when Noble submits a formal application.” Noble approached the town board with a proposal in January 2006, and paid for an environmental attorney to draft a law the board enacted last November.

George Ellis, a member of the citizens group, thinks the town board was misled. “I’m a farmer. Supervisor Sardina thinks a wind farm will save farming in Centerville. I think he and the farmers got snookered.”

“These are primarily investment schemes taking advantage of lucrative tax breaks,” according to the group’s attorney Gary Abraham. “The public pays billions in lost taxes and there is little regulation except at the local level. Landowners get a small rental payment if a wind turbine is operated on their land. But the value of property all around them plummets.”

The Centerville town board decided a 1,000-foot buffer to a dwelling is safe, except hunting camps are excluded from the protection. “That’s not enough” for Cheryl Sporysz, a member of the group suing the town. “My neighbors signed easements with Noble that allow a wind turbine within 500 feet of my property. Most independent studies recommend a setback of one mile. If Noble gets its way, I’ll have to stay away from the area between my house my property line.”

“We believe we can show the buffer areas required under the town law were determined by the easement agreements Noble made with landowners well in advance of the local law. In fact the town board reduced the buffer and excluded hunting camps that were protected in an earlier version of the law when Noble complained,” according to Mr. Abraham. “State law requires environmental review at the earliest possible time in the development of a project, but here the town decided to do no review until after buffer distances are in place.”

Dear Sir:

I am writing to you in regards to living near an industrial wind turbine facility. This facility is located in Somerset County near Meyersdale, Pennsylvania. The facility has been operating since December 2003.

Since this facility has been up and running, my family and I have experienced noise nuisance issues, specifically when trying to go to sleep at night. The noises are greater during the winter months. The noise appears to correlate to a continual droning sound. When awakened at night, there are times that it is impossible to get back to sleep due to the threshing sounds produced by the wind turbines. After the first few weeks of the initial operation; I began to experience difficulty with sleep patterns. My family physician was consulted regarding this issue with difficulties falling alseep. I was prescribed sleeping medication.

The noise nuisance issue continues to exist. February 2003, I was in my yard running my chain saw and the drone of the wind turbines could be heard over the sound produced by the chain saw. I was never made aware of any type of noise nuisances produced by these industrial turbines prior to their construction.

My lifestyle has changed since this operating industrial facility was erected within near vicinity of my residence. I fear that my real estate value has decreased due to the noise nuisance and deterioration of the scenic mountain ridges that surround my residence.

These industrial facilities and landowners should be held accountable and liable for any all nuisances that affect local and adjacent property owners.

Problems associated with wind turbines

[This letter was written by Mr. Monfils, Lincoln Town Board Chairman, about living near wind turbines in Kewaunee County, Wisconsin. He wrote it hoping that it will help other communities facing wind power plant proposals.]

To Whom It May Concern:

One lesson learned from our experience with the process of the request for locating wind turbines in the Town of Lincoln in Kewaunee County, was never to assume that what the Utilities or their private supporters tell you about the project is accurate. They put out information, which was beneficial to them and the project and downright wrong.

When dealing with the utilities or private companies, try to deal with one or two persons in charge. This avoids having to repeat your concerns and helps to avoid problems about who said what and who promised this or that about your concerns about the project. Get their promises in writing with guarantees about what they are promising. If their promises are not met, written penalties of appropriate, but substantial size must be provided and enforced. Written conditions and penalties are mandatory if you plan to accept the wind farm project.

Problems that are of strong concern, and problems that we had warned the utilities about but were assured that they would not occur are as follows: interference with T V reception, Microwave reception interference, depreciating property values, flashing red lights (FAA) interfering with nearby homes, wind turbine NOISE which interferes with neighbors sleep and their mental health, increased traffic, road damage, cattle being scared from rotating shadows cascading from the blades in a setting sun, rotating shadows in nearby homes, concerns about stray voltage, concerns about increased lightening strikes, environmental damage to birds, etc. etc. etc. But the proponents for wind energy will dismiss all of these concerns and tell you that they will not occur. THEY ARE WRONG. Ask the neighbors who are not property owners reimbursed by the utilities through lease agreements on their property or people who want to lease in the future. They will verify these problems.

McGuinty Allows Family To Keep Pet Deer

Bruce and Christina Straby will want to put some salt licks under the tree this Christmas.Premier Dalton McGuinty went from a Grinch to a Santa Claus of sorts for the Greely, Ont. family that was urging provincial politicians to let them spend the season with their beloved and illegal pet.

McGuinty saved a deer because he saw some votes. He is doing the same with the wind farms. Green energy for all.

The problem is the Ontario Liberals aren’t being honest with the public. Their wind farm program is designed to get your vote. I say that, because I can’t find any other use for them. Wind farms will give you high energy prices and an unstable grid. Worse than that, they cause havoc with people and animals that live near them. Yes even deer.

I know people that sleep with their radio on to mask the noise of the turbines. Farms were one place where you could count on quiet. Not anymore. I know of a farmer who sold a bull when it became so agitated, he felt it had become a risk to himself and his family. The same farmer now has cattle bleeding from the nose. Stray current is the likely culprit.

Another couple I met sold their horses. They loved their horses. After the arrival of the turbines they noticed a change. They seemed spooked and agitated when ever they were out of the barn. For their own saftey and the health of the horses, they made the decision to sell them.

Ashfield-Colborne-Wawanosh Twp. is hoping to complete the wind turbine provisions bylaw in January now that EPCOR has submitted plans for the Kingsbridge 2 wind power project. “If the public has any further comments to make, they should make them now,” said Monica Walker-Bolton, of the Huron County planning department. Walker-Bolton said she is still at the information gathering stage. She said she has emailed relevant agencies for information but is not getting much response. She is also waiting for further information from the Health Unit.

Coun. Connie Black and Doug Miller said they agreed with the bylaw but Coun. Barry Millian said 400 metres is plenty close.

“There are ones close to my house that can get plenty loud,” said Millian. “I think 400 metres is stretching it.”

Coun. Carl Sloetjes said council should now consider setting farther setbacks for wind turbines. He said he is concerned with news that the transmission line is full and if more turbines are built the power has nowhere to go.

This Liberal won’t be voting McGuinty if he keeps pushing his useless wind dream on rural Ontario.
