The Intergovernmental Panel on Climate Change warned recently that rising global temperatures could cut West African agricultural production by up to 50% by the year 2020.

But satellite images from the last 15 years do seem to show a recovery of vegetation in the Southern Sahara, although the Sahel Belt, the semi-arid tropical savannah to the south of the desert, remains fragile.

Cash blown in the wind; in pursuit of green energy Oregon is wasting millions of tax dollars on risky ventures and prosperous businesses

Kudos to The Oregonian today for taking off their green-colored goggles for a moment, and investigating a massive waste of the state’s taxpayer dollars.

Oregon taxpayers are shelling out tens of millions of dollars to subsidize green energy projects, making the state a magnet for solar and wind companies.

But an investigation by The Oregonian shows that the money also is going to risky ventures with questionable environmental benefits and to prosperous companies that need no incentives but are cashing in anyway.

The handouts come from Oregon’s Business Energy Tax Credit program — the state’s fastest growing tax shelter. The credits are so easy to obtain that more than 4,000 applicants have lined up to get them whether they need them or not. Klondike Wind Farms, for example, seeks $44 million in state tax breaks even though eastern Oregon’s wind-blown geography has proved a profitable turbine location, subsidies or no.

“It’s gotten out of hand,” says Chuck Sheketoff, director of the Oregon Center for Public Policy, which studies the impact of state tax policies on low-income residents. “It’s being scammed. It’s not serving its purpose.”

Even banks and big corporations that have nothing to do with renewable energy are grabbing the tax breaks. Under the state’s generous incentives, groups and companies that qualify for tax credits can turn around and sell them. Most do. Standard Insurance, for example, paid $2.5 million to Flakeboard, an Albany mill that makes composite wood. In exchange, Standard gets to use $3.5 million in tax credits the mill received for building a wood-burning boiler that can generate electricity.

Oregon’s energy tax credits began as a small, targeted program aimed at conservation and efficiency. It kicked into high gear after the 2007 legislative session, when Kulongoski pushed for some of the biggest tax breaks offered anywhere in the nation.

Under the 2007 rules, companies could apply for up to 50 percent of the cost of the project, up to a limit of $20 million, as long as they could show the project would save energy or produce renewable energy or fuel alternatives.

At the time, state officials projected the changes would add $2 million to a projected $23 million hit on the state’s two-year budget. They were wrong. Less than two years later, the program is costing taxpayers $78 million. And that figure easily could triple again. State records show more than 4,400 applications pending for the credits, for projects worth $716 million.

INTRODUCTION:

Over 650 dissenting scientists from around the globe challenged man-made global warming claims made by the United Nations Intergovernmental Panel on Climate Change (IPCC) and former Vice President Al Gore. This new 231-page U.S. Senate Minority Report — updated from 2007’s groundbreaking report of over 400 scientists who voiced skepticism about the so-called global warming “consensus” — features the skeptical voices of over 650 prominent international scientists, including many current and former UN IPCC scientists, who have now turned against the UN IPCC. This updated report includes an additional 250 (and growing) scientists and climate researchers since the initial release in December 2007.  The over 650 dissenting scientists are more than 12 times the number of UN scientists (52) who authored the media-hyped IPCC 2007 Summary for Policymakers.

The chorus of skeptical scientific voices grow louder in 2008 as a steady stream of peer-reviewed studies, analyses, real world data and inconvenient developments challenged the UN’s and former Vice President Al Gore’s claims that the “science is settled” and there is a “consensus.” On a range of issues, 2008 proved to be challenging for the promoters of man-made climate fears.  Promoters of anthropogenic warming fears endured the following: Global temperatures failing to warm; Peer-reviewed studies predicting a continued lack of warming; a failed attempt to revive the discredited “Hockey Stick”; inconvenient developments and studies regarding rising CO2; the Spotless Sun; Clouds; Antarctica; the Arctic; Greenland’s ice; Mount Kilimanjaro; Global sea ice; Causes of Hurricanes; Extreme Storms; Extinctions; Floods; Droughts; Ocean Acidification; Polar Bears; Extreme weather deaths; Frogs; lack of atmospheric dust; Malaria; the failure of oceans to warm and rise as predicted.  

In addition, the following developments further secured 2008 as the year the “consensus” collapsed. Russian scientists “rejected the very idea that carbon dioxide may be responsible for global warming”. An American Physical Society editor conceded that a “considerable presence” of scientific skeptics exists. An International team of scientists countered the UN IPCC, declaring: “Nature, Not Human Activity, Rules the Climate”. India Issued a report challenging global warming fears. International Scientists demanded the UN IPCC “be called to account and cease its deceptive practices,” and a canvass of more than 51,000 Canadian scientists revealed 68% disagree that global warming science is “settled.”

This new report issued by the Senate Environment and Public Works Committee’s office of the GOP Ranking Member is the latest evidence of the growing groundswell of scientific opposition challenging significant aspects of the claims of the UN IPCC and Al Gore. Scientific meetings are now being dominated by a growing number of skeptical scientists. Al Gore was optimistic about some developing countries’ plans

Leaders will have to embrace tougher targets on reducing emissions if they want to prevent dangerous climate change, according to Al Gore.

Speaking here at the UN climate conference, the former US presidential candidate said the “sclerotic” politics of today had to change.

His speech was met with rapturous applause by thousands of delegates.

But environmental groups here criticised the EU’s climate and energy package, agreed earlier in Brussels.

EU leadership is widely seen as vital in clinching a global deal at the next UN conference in Copenhagen in a year’s time; and campaigners say European governments have concluded a weak agreement.

But Mr Gore, who won last year’s Nobel Peace Prize for his work on climate change, said he saw more reasons for optimism than pessimism.

“To those who say it’s too difficult to conclude a deal by Copenhagen, I say it can be done, it will be done, let’s finish this process.”

Look behind—if you dare—Al Gore and his science hoax, and you find the very same London-centered oligarchical financial crew that drove the 2003-2006 oil and commodity price increase, amidst the bubbles and hyperinflation that characterize the breakdown-phase of the financial system. The centerpiece of the U.S. emerging market for carbon emissions trading, is the Chicago Climate Exchange (CCX), created in 2003 as a “voluntary,” or pilot agency, part of a London-based network positioned to reproduce the oil bubble on a scale orders of magnitude greater and more dangerous, while at the same time, destroying what’s left of the physical economy.

The idea is that if governments cap CO₂ emissions, then the “market” will take off for the buying and selling of emissions “allowances.” This is the whole point of the “cap-and-trade” plan for CO₂. If it sounds crazy, it is. But Gore is just one of the most visible parts of the elaborate (and bi-partisan) schemes that have been set in motion under cover of climate change. Gore’s personal financial involvement is blatant, especially through Goldman Sachs—a large shareholder of CCX, and in 2004, the creator of Gore’s very own London-based hedge fund, Generation Investment Management.

Environmentalists' Wild Predictions and the 2008 US Election- Obama or McCain?

Environmentalists’ Wild Predictions

Now that another Earth Day has come and gone, let’s look at some environmentalist predictions that they would prefer we forget.

At the first Earth Day celebration, in 1969, environmentalist Nigel Calder warned, “The threat of a new ice age must now stand alongside nuclear war as a likely source of wholesale death and misery for mankind.” C.C. Wallen of the World Meteorological Organization said, “The cooling since 1940 has been large enough and consistent enough that it will not soon be reversed.” In 1968, Professor Paul Ehrlich, Vice President Gore’s hero and mentor, predicted there would be a major food shortage in the U.S. and “in the 1970s … hundreds of millions of people are going to starve to death.” Ehrlich forecasted that 65 million Americans would die of starvation between 1980 and 1989, and by 1999 the U.S. population would have declined to 22.6 million. Ehrlich’s predictions about England were gloomier: “If I were a gambler, I would take even money that England will not exist in the year 2000.”

In 1972, a report was written for the Club of Rome warning the world would run out of gold by 1981, mercury and silver by 1985, tin by 1987 and petroleum, copper, lead and natural gas by 1992. Gordon Taylor, in his 1970 book “The Doomsday Book,” said Americans were using 50 percent of the world’s resources and “by 2000 they [Americans] will, if permitted, be using all of them.” In 1975, the Environmental Fund took out full-page ads warning, “The World as we know it will likely be ruined by the year 2000.”

Harvard University biologist George Wald in 1970 warned, “… civilization will end within 15 or 30 years unless immediate action is taken against problems facing mankind.” That was the same year that Sen. Gaylord Nelson warned, in Look Magazine, that by 1995 “… somewhere between 75 and 85 percent of all the species of living animals will be extinct.”

It’s not just latter-day doomsayers who have been wrong; doomsayers have always been wrong. In 1885, the U.S. Geological Survey announced there was “little or no chance” of oil being discovered in California, and a few years later they said the same about Kansas and Texas. In 1939, the U.S. Department of the Interior said American oil supplies would last only another 13 years. In 1949, the Secretary of the Interior said the end of U.S. oil supplies was in sight. Having learned nothing from its earlier erroneous claims, in 1974 the U.S. Geological Survey advised us that the U.S. had only a 10-year supply of natural gas. The fact of the matter, according to the American Gas Association, there’s a 1,000 to 2,500 year supply.

Here are my questions: In 1970, when environmentalists were making predictions of manmade global cooling and the threat of an ice age and millions of Americans starving to death, what kind of government policy should we have undertaken to prevent such a calamity? When Ehrlich predicted that England would not exist in the year 2000, what steps should the British Parliament have taken in 1970 to prevent such a dire outcome? In 1939, when the U.S. Department of the Interior warned that we only had oil supplies for another 13 years, what actions should President Roosevelt have taken? Finally, what makes us think that environmental alarmism is any more correct now that they have switched their tune to manmade global warming?

Here are a few facts: Over 95 percent of the greenhouse effect is the result of water vapor in Earth’s atmosphere. Without the greenhouse effect, Earth’s average temperature would be zero degrees Fahrenheit. Most climate change is a result of the orbital eccentricities of Earth and variations in the sun’s output. On top of that, natural wetlands produce more greenhouse gas contributions annually than all human sources combined.

to run “on 100% zero-carbon electricity in 10 years” — though that’s
just the first step on his road to “ending our reliance on carbon-based
fuels.” Serious people understand this is absurd. Maybe other people
will start drawing the same conclusion about the man proposing it.

The former vice president has also recently disavowed
any intention of returning to politics. This is wise. As America’s
leading peddler of both doom and salvation, Mr. Gore has moved beyond the constraints and obligations of reality. His job is to serve as a Prophet of Truth.

In Mr. Gore’s prophecy, a transition to carbon-free
electricity generation in a decade is “achievable, affordable and
transformative.” He believes that the goal can be achieved almost
entirely through the use of “renewables” alone, meaning solar,
geothermal, wind power and biofuels.

And he doesn’t think we really have any other good
options: “The survival of the United States of America as we know it is
at risk,” he says, with his usual gift for understatement. “And even
more — if more should be required — the future of human civilization
is at stake.”

What manner the catastrophe might take isn’t yet
clear, but the scenarios are grim: The climate crisis is getting worse
faster than anticipated; global warming will cause refugee crises and
destabilize entire nations; an “energy tsunami” is headed our way. And
so on.
